400 departures less than expected in 20092010

State seeks emergency EUR 1 billion for pay and housing officials until the end of the year. In budgetary terms, this is called an order in advance, and it is the tip of the lips that parliamentarians granted it to the Government this week (their opinion is in any event only advisory). "It is disastrous image that would have produced, in the opinion, a State impecunious so would even be able to pay civil servants," said the Chairman of the Finance Committee, Jean Arthuis (centrist Union). "View navigation", "random mastery" of human resources, "bad anticipation of departure": while the Government shows its willingness to reduce the deficits, its lax as the employer is pinned by the parliamentarians. This extension of credits, become a habit over the years, reached a record level this year (EUR 1.4 billion in commitment authorization, including 930 million Payroll).

Even the Ministry of the Budget...

The crisis, prompting officials to postpone retirement, and the 2003 reform, which requires them to work longer to get a full pension, explain part of the skid. Like last year, the departures will be in 2010, far less than 68,000 anticipated by the Government. In Education, for example, there were 9.400 departures less than expected in 2009-2010. The State is not the only loser: teachers in place, which had to collect premiums EUR 328 million this year, half of the expected savings related to the rule of the replacement of a staff member on two starting retirement, receive only 182 million. Even the Ministry of the Budget, usually very virtuous, asks 86.5 million more to pay for its agents. Her ambition does not replace 58 of employees starting in retirement will finally not better than the "one two."

The Government has also underestimated the cost of the reform of the State at the local level, at least in the short term. The closure of military bases, which requires to rehouse families from Lorraine to the Paris region for example, gives rise to higher restructuring benefits of 230 million euros forecast.

A real estate choice criticized

Members who agree to leave the army receive, on the other hand, 75,000 euros in compensation, on average, an amount considered raised by members. The use of precarious contracts also pays high price, the State being required to pay the unemployment benefits of contractors who are leaving the army. In view of the deterioration of the labour market, this compensation costs 50 more expensive than expected, $ 125 million in total.

But it is real estate that the parliamentarians are the most severe. Deciding to consolidate its headquarters on the same site in Paris, is of Issy, the Ministry of Justice comes they commit the triple error rent instead of buy - an election surprise for a Department sovereign so perennial-, opt for the most expensive site that was proposed (25 more than another located is de Bagnolet) and ignore the negative opinion of the Council of State housing. Is extremely rare, the members gave an unfavourable opinion of 232 million envelope claimed to finance the twelve years of the lease.
